We’ve talked about how people and companies defend themselves, but who’s thinking about countries? Don’t states have their own enemies? To answer that I sit down with Mar López, who has been at the Department of National Security since 2012 and is in charge of national cybersecurity.

Mar makes it clear that they’re not the Secret Service of the movies: no sunglasses, no gadget-flashing memory erasers, they’re office analysts. From there they coordinate the National Cybersecurity Strategy, which she herself helped draft, and they drive the National Cybersecurity Forum to bring together the public sector, the private sector and civil society. She prefers not to talk about fake news, because her field is foreign interference and disinformation campaigns, the kind that seek to polarise, erode trust in institutions and even influence electoral processes. When I ask her about the threats that most worry a country like Spain, she’s clear: cyberespionage, organised crime and hybrid threats, which combine the physical, the cyber and disinformation.

And since it’s not all about the salary, she confesses that she lives by vocation in a forty-square-metre flat, convinced that things can also be changed from within the administration. A good portrait, with names and institutions, of how a state protects itself from the inside.
